Scarabia Power And Communications (SP&C) is responsible for connecting buildings with power and telephone connections. However they do not provide power and communication services directly. Individual businesses, like ConnectSW and SWTel for example, pay SP&C to use the lines. SP&C also administrates new lines that 3rd party companies may wish to hang, as well as mount equipment to the poles. Lastly, SP&C also administrates the airwaves and control the SW City interplanetary communication arrays.

SP&C uses composite cabling to keep line clutter to a minimum.
